Anne presented at a two-day symposium held by ESCR-NET, in Bogota in May 2010. The symposium was primarily concerned with economic, social and cultural rights. However, there are interesting lessons emerging from Council of Europe which can add to the discussion on enforcing economic, social and cultural rights.
The symposium brought together academics, human rights lawyers, constitutional court judges, and activists from all over the world, to discuss the reasons why so many judgments are not implemented. This was an important opportunity for a dialogue on conceptual and empirical issues, alongside discussion of joint strategies for promoting economic, social and cultural rights.
